The needs assessment provides a review of the capacities of the four candidate countries of the Western Balkans, namely Albania, Montenegro, North Macedonia and Serbia, to implement the Posting of Workers Directive (96/71/EC).
Building on the disability rights discourse, a conceptual framework for a human rights-based approach to care and support for older persons was developed, together with two tools that can contribute to monitoring policies and their outcomes for older people in Europe.
