Posting of third country nationals

The Con3Post project is set up to explore the growing phenomenon of recruitment and posting of third country nationals (TCN), most notably from the Western Balkans, non-EU Eastern Europe and North African regions, to work as posted workers in the EU construction sector. Experts and key stakeholders from seven carefully selected EU Member States that represent a mix of TCN sending (Slovenia, Poland, Italy) and receiving countries (Austria, Finland, Belgium, Estonia) are brought together to establish transnational cooperation, share information and conduct empirical research to outline current challenges, future scenarios and possible strategic responses to the far-reaching yet largely unexplored consequences/implications of this persistent trend.

The diversity of policy experiences in EU28 has made the need for Member States to learn from each other about the most effective policy responses to the challenges as well as the best-suited approaches to diverse national contexts. Such processes can potentially contribute to improvements in capacity building, to the better enforcement of EU and national policies overall, and it can also result in better performing and more inclusive labour market and social protection systems across the EU.

The EUROMODupdate2 draws on the first update round (2009-2011). Its aim is to further develop and update the EUROMOD microsimulation model. The following updates are part of this round: Policy update 2012–2020; and update to 2010 EU-SILC data (in 2013), to 2012 EU-SILC data (in 2014), to 2014 EU-SILC data (in 2016), to 2015 EU-SILC data (in 2017), to 2016 EU-SILC data (in 2018) and to 2017 EU-SILC data (in 2019).

Sustainable Development multi-stakeholder workshops in Austria

The implementation of the United Nations Sustainable Development Goals (SDGs) is discussed with various stakeholders form the public, the private and the civil society sector during five multi-stakeholder workshops. These workshops take place in different Austrian cities (e.g. Linz, Vienna, Graz, etc.) in the course of 2019 and 2020. Each one-day lasting workshop focusses on a specific topic relevant for achieveing the SDGs. The first Workshop on the implementation of the SDGs in the field of disabilities takes place in Linz, March 2019. The European Centre is co-organising the workshops together with the Federal Ministry of Labour, Social Affairs, Health and Consumer Protection and other partners working in the respective SDG areas.

Posting of workers in Eastern Europe

The two-year project aims to proactively address the issue of posting of workers at its pre-accession stage by assisting Eastern European countries, especially the four candidate countries Albania, Montenegro, North Macedonia, and Serbia, in implementing the Directive already before it gets into force, and by assisting in the prevention of social dumping, i.e. the use of cheap labour, to minimise associated risks for workers. It aims to do so through research, peer reviews and workshops involving stakeholders from the candidate countries and 4 EU member states, namely Austria, Germany, Italy, and Slovenia.

Analysis of non-take up of minimum income benefits in Austria

This project measured and analysed the target efficiency of the minimum income benefit and its predecessor benefit called monetary social assistance, the benefits of last resort in Austria. It provided an up-to-date estimate of the size and determinants of non-take-up of minimum income benefit for the year 2015 as well as of monetary social assistance for the year 2009 and compared it also with the situation back in 2003.

Occupational safety and health of posted workers

The project activities focused on the under-researched, underexposed and poorly addressed issue of labour/ working conditions and OSH of posted workers. While previous research and policy-oriented initiatives tended to focus on issues such as tax avoidance, fictitious postings, social benefit frauds and challenges in establishing cooperation, in this project the attention was placed on the assurance of decent working conditions, occupational safety and health, assessment of health-related risks, prevention measures and monitoring.

The study on the ‘social dimension’ of the EU aimed at identifying thematic key areas that should be covered by benchmarking processes during the next upward policy convergence in order to strengthen the social dimension of the EU.
