Bridging the gap between legislation and practice in the posting of workers

The project studies the gap between procedures (legal basis) and practices (experiences) in posting rule enactment, identifies challenges and develops and shares effective ways of addressing these challenges for posting companies and implementation agencies. The strategic objectives include: to promote and enhance effective and transparent application of EU rules on posting; to promote a more active participation of employers in the process of evidence-based policy-making; and to establish, consolidate and expand multi-stakeholder cross-border collaboration among EU Member States and candidate countries.

Alpine Space Transnational Governance of Active and Healthy Ageing

Governments in the Alpine Space (AS) recognise the need to promote policies for active and healthy ageing (AHA). To do this efficiently, efforts to design, implement, and evaluate policies should be coordinated between authorities of different sectors, private operators, local governments, and researchers. ASTAHG will establish a transnational governance board involving AS Quadruple Helix actors to identify and tackle common challenges for promoting AHA within and across regions. ASTAHG will help AS regional governments to implement and monitor their AHA policies, local governments in identifying the most suitable initiatives for their territorial context and social innovators in channelling their services and products through local and international funding opportunities.

Posting of third country nationals

The Con3Post project is set up to explore the growing phenomenon of recruitment and posting of third country nationals (TCN), most notably from the Western Balkans, non-EU Eastern Europe and North African regions, to work as posted workers in the EU construction sector. Experts and key stakeholders from seven carefully selected EU Member States that represent a mix of TCN sending (Slovenia, Poland, Italy) and receiving countries (Austria, Finland, Belgium, Estonia) are brought together to establish transnational cooperation, share information and conduct empirical research to outline current challenges, future scenarios and possible strategic responses to the far-reaching yet largely unexplored consequences/implications of this persistent trend.

New challenges and developments in life courses and related policies affecting women’s old-age pensions

In a first step, the proposed research project will provide an overview and update of the research, information and statistical data available for Europe so far. Related to the principal employment dependency of pension systems, the main focus in a second step will lie on new challenges and developments in life courses and related policies affecting women’s old-age pensions. Here we will focus on mapping the situation in the six Board Member Countries of the European Centre (AT, PL, SI, ES, SE, CH) and investigate the interplay between actual challenges and developments in working and family life (changing patterns and decisions) and ongoing reforms in legal regulations (pension systems, care leaves, etc.).

The diversity of policy experiences in EU28 has made the need for Member States to learn from each other about the most effective policy responses to the challenges as well as the best-suited approaches to diverse national contexts. Such processes can potentially contribute to improvements in capacity building, to the better enforcement of EU and national policies overall, and it can also result in better performing and more inclusive labour market and social protection systems across the EU.

Study on Intergenerational Fairness

The study investigates how EU-28 Member States fare in terms of intergenerational fairness and how their performance changed in the wake of economic crisis, disentangling the market effect from the impact of public policies. The focus will be on policy reforms and on automatic stabilizers built in the tax and benefit systems to show the extent to which they had a distributional impact on the income of the different age groups and cohorts. The research will include policy recommendations and an analysis of political economy considerations of intergenerational fairness.

Sustainable Development multi-stakeholder workshops in Austria

The implementation of the United Nations Sustainable Development Goals (SDGs) is discussed with various stakeholders from the public, the private and the civil society sector during five multi-stakeholder workshops. These workshops take place in different Austrian cities (e.g. Linz, Vienna, Graz, etc.) in the course of 2019 and 2020. Each one-day lasting workshop focusses on a specific topic relevant for achieving the SDGs. The first Workshop on the implementation of the SDGs in the field of disabilities took place in Linz, in March 2019. The European Centre is co-organising the workshops together with the Federal Ministry of Labour, Social Affairs, Health and Consumer Protection and other partners working in the respective SDG areas.

Posting of workers in Eastern Europe

The two-year project aims to proactively address the issue of posting of workers at its pre-accession stage by assisting Eastern European countries, especially the four candidate countries Albania, Montenegro, North Macedonia, and Serbia, in implementing the Directive already before it gets into force, and by assisting in the prevention of social dumping, i.e. the use of cheap labour, to minimise associated risks for workers. It aims to do so through research, peer reviews and workshops involving stakeholders from the candidate countries and 4 EU member states, namely Austria, Germany, Italy, and Slovenia.

Analysis of non-take up of minimum income benefits in Austria

This project measured and analysed the target efficiency of the minimum income benefit and its predecessor benefit called monetary social assistance, the benefits of last resort in Austria. It provided an up-to-date estimate of the size and determinants of non-take-up of minimum income benefit for the year 2015 as well as of monetary social assistance for the year 2009 and compared it also with the situation back in 2003.

Occupational safety and health of posted workers

The project activities focused on the under-researched, underexposed and poorly addressed issue of labour/ working conditions and OSH of posted workers. While previous research and policy-oriented initiatives tended to focus on issues such as tax avoidance, fictitious postings, social benefit frauds and challenges in establishing cooperation, in this project the attention was placed on the assurance of decent working conditions, occupational safety and health, assessment of health-related risks, prevention measures and monitoring.
