DESCRIPTION

This thematic paper sheds light on the extent and nature of “temporary agency posting” through a legal and empirical analysis of the manner and conditions under which TWAs are involved in posting, their characteristics, the risk of non-compliance, and enforcement challenges. The paper is based on a review of existing academic literature and technical reports that provide administrative data on the posting of workers in the EU, empirical data collected by the research teams of the POSTING.STAT 2.0 consortium in the participating countries and the evidence collected by the partners in each country (Austria, Belgium, France, Germany, Italy, the Netherlands, Lithuania, Poland, Slovakia, Slovenia, and Spain), as well as a webinar with thematic experts and social partners.
