Journal article: Distributional effects of abolishing asset-based payments for residential care in Austria

Austria has abolished its asset contribution to residential care (Pflegeregress) in 2018, leaving a shortfall in revenue for long-term care. A recently published article in the International Journal for Equity in Health provides an analysis of the distributional impact of the abolishment of the Pflegeregress across income and wealth quintiles. The analysis carried out also simulates the effects of alternative forms of financing residential care, such as through an earmarked inheritance tax and a social insurance scheme. This article is part of a study financed by the Austrian Central Bank and was authored by Ricardo Rodrigues, Cassandra Simmons, Tamara Premrov, Christian Böhler and Kai Leichsenring.
