DESCRIPTION

This report documents the outcomes of the peer learning dialogue (hereafter PLD) on challenges and solutions in preventing, detecting and proving undeclared work in new forms of work, such as work through digital labour platforms. New forms of work are characterised by changing working patterns, contractual relationships, places, duration and schedule of work, increased use of information and communication technologies (ICT), or a combination of these. The PLD participants reviewed the nature of undeclared work in new forms of work including platform work and discussed approaches and tools applied by enforcement authorities in tackling undeclared work, including across borders. Representatives of seven countries (Denmark, Estonia, Greece, Lithuania, Norway, Portugal and Sweden) discussed this topic during three meetings.
