BACKGROUND

The Austrian Minister for Employment and the Economy in 2022 published the special directive Roma Empowerment for the Labour Market 2022-2030 to finance measures to combat (long-term) unemployment among Roma and Romnija and to combat the perpetuation of unfavourable living conditions due to a lack of integration and inclusion in the labour market. The directive implements the labour market component of the national Roma strategy (Strategy to continue the Inclusion of Roma in Austria) in the context of the EU's Roma strategic framework for equality, inclusion and participation

With a budget of 10€ Mio. over eight years, the directive finances up to 10 projects each over four two-year periods: 2023-2024, 2025-2026, 2027-2028, 2029-2030. Eligible projects must present and implement clear, feasible concepts aimed at improving labour market integration. These include career counselling, boosting self-confidence, job application support, training motivation, and legal guidance. Projects may also offer childcare support, cooperation with authorities, public awareness activities, and educational or anti-discrimination workshops.

AIMS

The accompanying evaluation monitors the implementation of the special directive and the individual projects funded through it. It ensures the continuous collecting of evaluation data and the timely communication of results to the funding authority.

METHODS

  • Continuous monitoring and review of data collected by projects.
  • Evaluation of project implementation and attainment of project objectives.
  • Monitoring and evaluation of the implementation of the special directive.

ACTIVITIES/MILESTONES

Write four project reports in 2026, 2027, 2029 and 2031 evaluating the results of the projects financed during the last funding period.

Write one mid-term report in 2027 and one final report in 2031 comparing and synthesising results of the project reports and evaluating the implementation of the special directive.
