This report summarises the findings of Work Package 2 of the ECHOFunds project. It is based on in-depth research conducted in Austria, Greece and Poland. The focus lies on EU funds and the Multi-Annual Financial Framework (MFF) of the EU, Charter conditionality, and (non-)compliance with Charter rights and principles. The report also examines the role of national bodies with a human rights remit, such as NHRIs, equality bodies and ombuds institutions, as well as civil society organisations in the EU funding cycle. Particular emphasis is placed on the perspectives of Managing Authorities in Austria, Belgium, Greece, Ireland and Poland regarding the implementation of Charter conditionality and the development of partnerships.
