Johann Kalliauer, President of the Upper Austrian Chamber of Labour, and our colleague Michael Fuchs presented the main results and conclusions of the study on Non-Take-Up of Housing Allowance in Upper Austria in a press conference on 27 April 2021.
For 2018 the non-take-up of the housing allowance in Upper Austria is estimated at 30 % on the household level and at 21 % on the expenditure level. According to the simulations, the more generous arrangement of the housing allowance in 2021 in interaction with increased incomes and rents leads to a higher average amount per receiving household but does not expand the number of entitled households. The split-up of results according to socio-demographic characteristics suggests that non-take-up is concentrated on single households, households situated outside the regional capital Linz and households with a third country main earner.
