The European Centre for Social Welfare Policy and Research is pleased to welcome Professor Carlo V. Fiorio as the speaker in its International Seminar Series.
In this seminar, Professor Fiorio will present joint research with Francesco Figari, Sonia Marzadro and Giovanna Scarchilli examining how the French tax-benefit system would perform if applied to Italian households. Using an EUROMOD-based “system swap”, the study compares the redistributive effects of the two systems and explores the relative importance of tax progressivity and cash transfers.
The presentation will be followed by an interactive discussion, offering participants the opportunity to engage directly with the speaker.
Abstract
This research uses an EUROMOD-based system swap to assess how the French tax-benefit system would perform if applied to Italian households. The results show that, although the Italian personal income tax is more progressive, the French system achieves stronger overall redistribution thanks to more generous cash transfers. The findings highlight the importance of analysing taxes and transfers jointly and suggest that transfer generosity can outweigh tax progressivity in shaping redistributive outcomes.
About the speaker
Professor Carlo V. Fiorio is a tenured Professor of Public Finance at the University of Milan, where he also serves as Vice Rector for Sustainable Budgetary Policies. He holds a PhD in Economics from the London School of Economics and a PhD in Public Finance from the University of Pavia. His research focuses on public economics, taxation, inequality, poverty, microsimulation modelling, and the distributional effects of public policies. He is co-coordinator of the Italian EUROMOD team and has led numerous national and European research projects, including studies for the European Commission on Distributional Impact Assessment. His work has been published in leading journals such as Econometrica, JEBO, Journal of the Royal Statistical Society Series A, International Tax and Public Finance, Review of Income and Wealth, and Fiscal Studies.
