BACKGROUND

The project 'Integrated Case Management for Employment and Social Welfare Users in the Western Balkan economies' is an integral part of the project 'Promoting Inclusive Labour Market Solutions in the Western Balkans'.

AIMS

The project objectives were to

  • improve labour market governance through expansion of institutional capacities of Public Employment Services (PES) and Centres for Social Welfare (CSW) to develop integrated support and outreach to individuals at risk of exclusion;
  • develop innovative solutions fostering inclusive labour markets through piloting and/or scaling up new tools and approaches to reach those who are most distant from the labour market; and
  • promote convergence towards EU and global practice through peer learning.

ACTIVITIES/MILESTONES

The European Centre guided or participated in the following tasks:

Task 1: Assessing methods currently used by Public Employment Services (PES) and Centres for Social Welfare (CSW) in the region supporting labour market inclusion of hard-to-employ groups.

Task 2: Development of guidelines for individual case management to be used by both PESs and CSWs.

Task 3: Development of toolkits, including training material for individual case management to be used by both PESs and CSWs.

Task 4: Develop agenda, methodology and training materials for the train-the-trainer workshop and conduct the train-the-trainer workshop.

Task 5: Implement trainings for policy makers and practicioners in Albania, Bosnia & Herzegovina and Kosovo.

FINDINGS

The project results comprise

  • a report on the assessment of the methods currently used by PESs and CSWs in the region,
  • a brief report summarising the current policy and institutional framework, the present practices and the relevant good practices and experiences on integrated case management from EU member states,
  • guidelines on the integration of case management into the workflow processes within PES and CSW, and
  • a toolkit and training materials for the train-the-trainer workshop as well as the national trainings in Albania, Bosnia & Herzegovina and Kosovo.
