- Developing and strengthening of national and regional action plans for children, including a set of specific time-bound and measurable goals and targets by the end of 2003, with the wide involvement of civil society, including NGOs and children.
- Strengthening national planning, coordination, implementation and resource allocation for children, and integrating the goals of WFFC into national governmental plans, policies, strategies, and programmes.
- Establishment or strengthening of national bodies for the promotion and protection of children's rights.
- Regular monitoring of the situation of children at the national level, and periodic reviews of progress towards the WFFC agenda.
